<p>Buyers hold tight to their purses as inflation continue to rise and spending cuts begin to bite
<p>A 29% fall in house sales in January compared to December is being blamed on inclement weather, rising inflation and government spending cuts.
<p>The Council of Mortgage Lenders , which has collated the data, said an &#8220;unusual combination of factors&#8221; have led to the extreme drop, which is &#8220;greater than seasonal factors alone would explain&#8221;.
<p>&#8220;With spending cuts beginning to bite, and rising inflation and tax measures putting pressure on household budgets, potential house-buyers are likely to have been discouraged. This, coupled with December&#8217;s extreme winter weather, and uncertainty over future interest rate rises, has led to a lack of movement in the mortgage market,&#8221; it said.
<p>The value of house purchases fell by 26% from December to January, and by 13% compared to January 2010. However the CML said that the rush to purchase at the end of 2009 because of the stamp duty concession ending led to an artificially low level of lending in early 2010. This means the 13% year on year fall is much more substantial than it appears.
<p>The fall in house purchase lending was split equally between first-time buyers and home movers. First-time buyers took out 10,500 loans worth £1.2bn in January, down 28% by number and 29% by value from December. Home movers saw a fall of 29% by number from 25,400 to 18,000 and 28% by value from £4bn to £2.9bn from December to January.
<p>The number of remortgage loans also fell from December to January, but by a much less severe 6%, while the value fell by 7%.
<p>Michael Coogan, CML director general, said it would be premature to draw any conclusions about activity levels over the next few months from the January figures. He added: &#8220;The market remains stable at low levels of transactions.&#8221;
<p>His comments are supported by Brain Murphy, head of independent mortgage broker Mortgage Advice Bureau , who reports an upturn in mortgage queries in February.
<p>&#8220;Activity overall witnessed a marked increase in February over January both among house buyers and those looking to refinance existing arrangements,&#8221; he said.
<p>&#8220;In a normally functioning market borrower activity tends to rise month on month during the first half of the calendar, generally plateauing during the mid-summer holiday season followed by an autumn uptick, before hibernating as the Christmas period approaches.
<p>&#8220;As a result we are mildly encouraged that the market appears to be following its more historic pattern, albeit at significantly lower volumes than at the height of the property boom.
<p>However Howard Archer, chief UK economist for Global Insight , is more bearish. &#8220;The very weak CML mortgage advances data for January indicates that the housing market started 2011 on the back foot and supports our belief that house prices are headed down further over the coming months. <p>Washington, D.C., United States (AHN) &#8211; In an attempt to prevent President Barack Obama&#8217;s plan to bring terror suspects to the United States for trial, the House voted 212-206 on Tuesday to curb the government&#8217;s expenses in the fiscal year. The measure targeted funds aimed at transferring inmates from a military holding facility in Guantanamo Bay, Cuba, to prisons in the U.S.</p>
<p> The move hurts Obama&#8217;s efforts to close the controversial detention camp by next year or his attempts to transfer 9/11 mastermind Khalid Sheik Mohammed in America.</p>
<p> &#8220;None of the funds made available in this or any prior Act may be used to transfer, release, or assist in the transfer or release to or within the U.S., its territories, or possessions Khalid Sheikh Mohammed or any other detainee held at Guantanamo Bay as of June 24, 2009,&#8221; the bill explains.</p>
<p> The bill will be presented to the Senate for approval and would be sent to Obama to sign into law.</p>
<p> Upon assuming power in 2008, Obama had pledged to close down the notorious facility within a year but failed due to unyielding opposition from the U.S. Congress.</p>
<p> Currently, the prison, which is in Cuba&#8217;s Guantanamo naval base, holds nearly 170 detainees, including 58, who have been put into indefinite detention without trial.</p>

<p>Rome, Italy (AHN) &#8211; Italian President Giorgio Napolitano has called on the heads of Parliament to put aside the current political crisis and concentrate on more important issues like approving a budget plan for the benefit of the country.</p>
<p> The president&#8217;s comments came after a meeting with House Speaker Gianfranco Fini and Senate leader Renato Schifani where they addressed the upcoming parliamentary deadlines. Napolitano said the country&#8217;s first political priority is approving a budget plan.</p>
<p> Once this is done, then find out solution to resolve the ongoing political crisis by calling a no-confidence motion, which could Prime Minister Silvio Berlusconi&#8217;s future at stake since he does not have majority in the House.</p>
<p> Napolitano also urged Schifani and Fini to find a constructive agreement to end the current political turmoil.</p>
<p> The president summoned both the House leaders after a few ministers of Fini&#8217;s Future and Freedom Party pulled out from the government earlier this week.</p>
<p> The Italian Constitution allows the head of the state to call for new elections, if he finds forming a new majority with the government program impossible.</p>
<p> If media reports are to be believed, the Parliament is likely to approve the budget plan for next year by December 10. Berlusconi is considering presenting the confidence motion to the House on December 13.</p>

<p>Yangon, Myanmar (AHN) &#8211; Pro-democracy leader Aung San Suu Kyi, who has been on house arrest for nearly two decades, has been released in Burma. The military government, after years of international pressure, has allowed the Nobel Peace Laureate to leave her confinement and greet her followers in person.</p>
<p> Military leader Than Shwe personally signed her release. Hundreds of supporters gathered outside of the gates to her home as she met the crowd. U Win Tin, the co-founder of her now-banned National League for Democracy (NLD) party was also on the scene.</p>
<p> The 65-year-old Suu Kyi has been under arrest for 15 of the past 21 years.</p>

<p>Rome, Italy (AHN) &#8211; Less than a week after an ancient house once buried in volcanic ash by Mount Vesuvius collapsed into rubble, Italian opposition groups have called for Culture Minister Sandro Bondi to take responsibility for the incident and step down from his post.</p>
<p> Antonio di Pietro and Luigi Bersani, who head the Italy of Values party and Democratic Party respectively, submitted formal motions for the minister&#8217;s resignation Wednesday.</p>
<p> Their actions came after the so-called &#8220;House of Gladiators&#8221; fell at the archaeological site of the ancient city of Pompeii, which was destroyed in a volcanic eruption in 79 AD. The house was once owned by gladiator Marcus Sandro Fronto.</p>
<p> On his visit to the northeast Italian region, Bersani said that people around the world saw the images of Pompeii&#8217;s collapsed house and shared similar opinions on Bondi&#8217;s responsibilities.</p>
<p> However, the culture minister poured cold water on the resignation demands. He charged the opposition politicians were trying to make his destiny part of the country&#8217;s ongoing political crisis.</p>
<p> The minister said the Pompeii house collapsed because of local management problems at the site and not because of cuts in cultural budgets.</p>
<p> &#8220;The problems in Pompeii, like those of a large part of our artistic heritage, have existed for years without anyone resolving them definitively or imposing an efficient strategy,&#8221; Bondi said.</p>
